Default 05 MCSc Rear Fog Light Harness

My 05 MCSc has the black blanking cover where the RR fog Light would be (above the exhaust). There is a wire harness plug behind this cover. I know that some manufacturers will tuck unused wires when the options do not call for their use. My questions are this:

1 - Is the plug functional?

2 - What would be driving it's power? (i.e. brake light, fog lights, reverse lights)

I want to put a clear lens assembly in this spot so that when I change the tail lights I will still have reverse lights.

Any help is greatly appreciated! THANKS!

The rear fog is likely no powered as you don't have the switch in your cluster

you can get the reverse light for around $30 and wire it to the backup light harness and rub the wire down
