Unhappy 2002 Cooper Defrost Problem

Hi,
I'm new here been looking for a while. My 2002 has a problem with the defrost switching. When I pull out it, if you have the heat and defrost set it goes to full defrost by itself. The air temp is fine but there is nothing b lowing on the floor. Is this controlled by vacuum??

Default

Hold the defrost button for 5 seconds and then you should be able to turn down the fan speed and adjust to vents or floor.

Default still have heat issues

Thanks for your help, however I do have floor heat, it wont stay on the floor, it acts like there is low vacuum, when you pull out the heat stops blowing on the floor and goes to the defrost. something in the control is telling it to go to defrost so I thought it may be loosing vacuum and the the spring pulls the arm to the defroster.
