Default Beeping Noise Inside

Okay, so, this is probably a dumb question, but I couldn't find it in my manual. (I could have over-looked it) When I turn my car on, or just randomly sometimes while I'm driving, the temp/mileage from gas/etc. "bubble," will beep and flash when its on temp..and its normally when its around 38 degrees F...does anyone know why an 03 does this?
