Exclamation Electrical problem?

Hi there,

I'm hoping someone out there can shed some light to this problem.

This morning I was stopped by a cab to tell me my fog lights were on..I didn't switch my full beams on which was why I was surprised. When I parked up I had a look to find that my headlamps were so bright they appeared to be of fog lamp intensity. I pulled back the lever on the lamp switch to turn the actual fog lamps on and the intensity remained the same but the lower part of the lamp came on as they would normally.

Basically for some weird reason my normal headlamp setting is coming on as fog intensity. Don't know why..I did however notice when I turned the ignition on in my peripheral vision I sensed what I thought was a very small flash around the CD area.

Any ideas? Is this a common problem? It is expensive to fix?
I have a 2002 mini Cooper
