Default Noisy run flat tyres

I need some help. My wife bought a 2006 Chilli Cooper in Oz that came with Goodyear Eagle tyres. I have inflated the tyres to 38psi as instructed by BMW and they still make an incredible amount of road noise when driving at low speeds. The only time they go quiet is at 100kph and over. Has anyone else had the same problem and is there anything that can be done. I have done a wheel alignment and rotated the tyres from front to back. This road noise really spoils what is a great little drive.

How is the wear on them ??? are they worn evenly or are the edges feathered???
My Land rovers tires were incredibly loud found uneven wear on the inner edge rotaed and drove 3k and they quieted down
