Default ECS parts

I will try to make this short. I was having electrical problems with my 2003 Mini because of a sun roof leak. The ECS participate on this forum was very helpful with the problems and I ended up purchasing a body control module from them. I was told later that the module might have to be flashed. The problem was it has been over two years since I got the module and could not find anyone in my area to flash it. Fast forward to today. I finally found a independent to do it. When the tech tried to flash the mod he found that the part had come from another vehicle and was unable to flash it. When I bought it from ECS I was under the impression it was new. Why would they sell a part that is useless? I'm sure I have no recourse and wondering if anyone else has experienced anything like this?
