System is charged but air isn't particularly cold?

How does one unclog the condenser? Someone on the Volvoforums told me it could be a clogged drain(a sort of bladder)? Where is it? I went under the front of the car yesterday but couldn't find any rubber drain/valve?

Gauges can verify the condensor not heard of a bladder ...
