Default ambient air temp. problem

I have a 2003 mini reads -40 on outside temp, replaced temp sensor, no help, reads "0" ohms on digitial meter from signal wire to ground? looking for ground on wire but not found. anyone have this problem? What sould the ohm reading be from signal wire to ground, this is with the sensor out of the socket.
