Default Fog light has water droplets!

As stated above, one of my fog lights has moisture droplets in it. Do I need to replace the entire assembly or simply the seal? How do I get to the light--unbolt the inter fender liner? Thanks in advance for any suggestions. Ron

No sure I'm describing my light issue correctly. The light with the moisture in it is the light that's below the headlight and installed by the factory into the lower front facia. These are not aftermarket or factory installed "fog lights" mounted high on the front facia.
