Default Mini 2004 S Starting issues

On my 2004 S the first time I go to start it in the morning it starts hard and runs poorly for a couple of minutes. Then clears up and is fine the rest of the day. Then it starts over again the next day?

it's been cold 30deg and higher but it doesn't matter cold or warm wet or cold it acts the same. I have it in the repair shop they tell me it's bad injectors leaking into the cylinders.

I was thinking either the cold start enrichment circuit or bad injectors

I looked at the plugs they were fouled and you could see that the cylinders were wet. So I guess replacing the injectors is the right step. all be it not cheap.
