Default Engine management light

So for a while now I've been getting my engine management coming on. I have my own OBD reader and it says
P0420
Catylist system efficiency below threshold bank 1.
googled it and it says.

the P0420 code stands for “Catalyst System Efficiency Below Threshold (Bank 1).” When you receive a P0420 code it means your catalytic converter is not operating at maximum efficiency. Usually this means your catalytic converter needs to be replaced or there is a problem with your O2 (oxygen) sensors.
This keeps coming up. My garage has checked it out and the converter passes the emissions test. I've had both lambda sensors changed and the oxygen sensor. Should I just resign myself to a new catalytic converter.
Thanks for your help
