cooling fan issues

I have a 2003 R50 mini. It seems that the fuse for the fan (engine cooling fan) keep blowing!

If I replace the fuse and start the engine, the fan will start but then blow the fuse after about 30 seconds.

I purchased a replacement fan from Rock auto parts. Before doing the replacement, I plugged the new fan into the wiring harness. No joy. absolute same issue. I feel it is not the fan.

Has anyone seen this behavior? I guess I could pay the consultation fee (currently about $275) at the mini dealership and they will connect it to the computer and diagnose the problem.

If it's the 5A fuse, it sounds like a relay

Here is the wiring for the '03+
