Default Cooling fluid in the oil panel.......

Hi,

My car cooling system fluid should be completed with a quarter of antifreeze every 2 months.
The oil spot on the dipstick seems to be very thin, despite the very low temperature outside.
I believe that the antifreeze leaks go into the oil pan.

What should I do? Replace the head gasket or change the engine?
How much would it cost either options?

Thanks,
