Fuel problem

Fuel problem
2003 Mini Cooper S WILL NOT START put a fuel gauge at fuel rail has 0 pressure. replaced o ring at fuel filter housing which seams to have pressure there.I do hear the fuel pump operate when ignition switch is turned on.Any ideas on what to check next ?
