Horns don't work 99% of the time

Ok So picked up a mini one R50 2002 last week and was working on it over the weekend but a problem I cant seem to solve or find a solution for is the horn.
99% of the time it doesnt work, BUT once every now and again it does.

Things ive checked so far

- Steering wheel - both bottoms send a signal to the fuse box every time as I can hear the click click as the box receives the signal on the floor panel.
- Replaced the fuse (well I just swapped it for another fuse in the box I know did work)

Now at this point im at a loss. Any ideas would be appreciated.

Thanks:o

may I suggest replacing the horn with a known good horn? Or have another set of hands to press the button while you check for voltage at the horn?
