My Mini will not start
I try starting my 2005 MCS and all lights come on, I hear
clicking and whirring, the headlights flash, but nothing else
happens. I try jump starting with a jump starter with same
response. With a voltmeter I test the battery and it
reads 13volts. What else can I do short having it
towed?

I just had the same problem happen to me. The problem is that the immobilizer kicked in for some reason. If you have another key that may work, but really the only way to fix the issuse is to reset the immobilizer by the dealer or a shop. And if it is a manual you can pop the clutch to get it started but if it isn't than your dead in the water.
