In my experience that little yellow cap does the same thing the red one does. It blinks. The red one blinks when u lock the doors as a sort of security feature i guess while the yellow one will blink wheb your washer fluid level gets low enough.

Yellow cap at the end is for the washer fluid level. Blinks when its low. It was added later on in 2005 MINis.

The Red cap at the end is for MINIs with the alarm system. This was an add on and you would get the stalk with the red flasher. You can have both systems, dependent on your year and options.
