Best performance mod

I have an "08" cooper s. Which is the best bang for the buck when it comes to making performance modifications ?

Intakes the best cheap mod ... Full exhaust is the best mod but PRICEY

i am starting with air intake then full exhaust then maybe a full rail for my 04 S
