Exhaust-support bolt broken

Exhaust-support bolt broken
What to do??? The bolts broke off when I took them off. Can I replace them with some new ones? - And if so, how do I get the sealer cover off (I'm not sure what it's called - pictures attatched).
The new support ends are made of rubber, so I can't weld them into place.
