Default How slow is too slow for 5th or 6th gear?

I have a 2010 base MINI with a manual transmission, and I like to drive for best fuel economy. That means running in the highest possible gear when going constant speed. As long as I'm not accelerating or climbing a grade, the car "feels" ok in top gear at 40 mph on the speedo (38 actual). Is this ok for the engine, or is there a possibility that I'm hurting the engine by "lugging" it? Also, I run in 5th gear at 29 indicated, and the car "feels" ok at constant speed and level grade.

What do any of you think?
