Default might be the power steering,,2005 mini cooper s

I have this "winding sound",,standing still, and moving below 50 mph. brought it to a shop,,,they have to diagnose the proplem. he thinks it has something to do with the power steering assist, the fan. ....blah blah blah. he said the fluid level was fine, but I didn't see him actually uncap the fluid container. what do you think??

The Power steering is ELECTRIC you might have a bad connection feeding power or the fan that cools the pump can be failing if the fan fails the pump will run for a time then when it heats up it will shut down

If it's not bad power connection the pump is likely failing
