Above the Speedometer of a 2017 Mini Cooper Hardtop
 

Question,
What is the plastic flip up fixture above the speedometer labeled "Mini Click and Drive" ?
There is a USB charging port on the right side of this fixture, however it does seem practical to mount a cell phone there.
Thoughts, anyone?
