Default Wheel Alignment

Hi, I have a 2005 Mini Cooper and have just had Halfords put four new tyres on it. They were also going to do the wheel alignment but have advised me that I now need to get this done via a main dealer as they need to fill the footwells with Ballast (or something like that!). I phoned up Syntner Mini in Harold Wood and they qouted me £350! Halford were going to do it for £26! So do I have to have a main dealer do the wheel alignment or can a normal tyre place do it? I have not seen anything on any threads to date that states that it has to be a main dealer. Thanks in advance for any help you can give on this matter.
