Fender flare replacement or paint??

Default Fender flare replacement or paint??
Been looking through the forum and online a bit and haven't seen anyone post on this but have seen the black plasic that goes around the lip of the car body matched. Is this just painted to match or replacement parts that I seem not to have found....any help would be great!!!

It can be done either way , stripped down and painted over the pebble grained or there are replacements that can be color matched (smooth)
