Fuel Pump Issues?

Fuel Pump Issues?
My 2004 Mini Cooper S suddenly started sputtering and quit running. When you try to start it, the starter will spin the motor over, it will start running very roughly and then sputter and quit running. I believe it is the fuel pump. Is there any way to check it with out the fuel pressure gages listed in the shop manual. I hate to buy a fuel pump if it is something else. Any suggestions? Can the locking ring on the top of the tank be removed without the special spanner wrench?

The pressure gauge is the best/easiest way to check for pressure ...
Certain parts stores have loaner gauges to check fuel pressure , or pay the dealer for a diagnostic time and then if they say it's the pump replace it yourself...
The spanners the easiest way , I "built" my own wrench with 2 roll pins and a piece of flat steel
