Default Car brakes problem... is it serious?

Hi,
Ok my sister just bought a used car and all is ok except the brakes. She claims that they are "slow to break" and extra power is needed to brake quickly.
Is this something majorly serious or just a little thing?
We've consulted websites but the conclusions vary from brakes needing "bleeding" on to much more serious issues.
Does anyone have an idea?

It can be a brake bleeding issue , it can be worn rotors , worn brake pads , bad calipers any number of things
