Failed Smog due to missing sensor...?

Default Failed Smog due to missing sensor...?

California smog shop would not pass my 2011 r57 due to an open sensor port (on the elbow of the coolant return into the engine?) The repair shop said some minis were shipped this way, but I can not find any documentation (which the Smog shop is requiring). I suspect it might also be from a thermostat recall, but not sure. Any insights? Thanks
