a/c: no cold on driver's side

a/c: no cold on driver's side
'04 MC S. This car does not have a split a/c system.
when the right side vents are 57 degrees f, the drivers side will read 80 f. Also, the vents (all) will show 15 f higher temp than outside temp, when in plain vent mode.
Mechanic (with troubleshooting pad) said all actuator motors work. He sent me to a/c and that man thinks it may be a jammed or broken flap.
Any ideas welcome. I do have the Bentley repair manual for this Mini. Thanks,Bill
