2006 R53 MINI Cooper Won’t Turnover

I have a 2006 R53 with 185,000 miles in it, with a manual transmission. I turn the key to start the engine and it doesn’t turn over. I hear the fuel pump start and all the dash lights and other gear work as normal. I tried to jump start it, same result. I rolled it down my driveway with the key on in 3rd gear and popped the clutch and the engine still won’t start. I checked the battery and its OK (12.4 volts). I cleaned the batter terminals as well as the engine to body ground strap connections. I also checked the continuity of the ground strap and its OK.

Does anyone out there have any ideas???
